Carolina is a lecturer and researcher at the University of San Andrés (UdeSA) in Buenos Aires. She is a member of the board and academic coordinator of the Center for Technology and Society (CETYS), a center devoted to various aspects of cyberpolicy. She is also a visiting lecturer at Universidad Católica del Uruguay, as well as affiliate researcher and member of the board of the Internet Policy Observatory of the University of Pennsylvania. She is currently also serving on the steering committee of GIGANET, the global academic Internet governance network.
In addition, Carolina served as executive director of LACTLD and was a member of the IGF MAG and the LACIGF program committee. She has professional and academic experience working on Internet policy and governance, particularly on issues related to the DNS, national and regional mechanisms, and the regional digital economy, topics on which she has published extensively. Some of her most recent publications have appeared in MIT Press, Blackwell, and Information and Culture (University of Texas). Carolina has a PhD in Social Sciences (University of Buenos Aires) and a Master’s degree in Communication, Culture and Society (Goldsmiths College, University of London).
